Good question, since they are still experimenting, the new arms aren't new, they are the standard c-hub arms redrilled and mounted with the blocks on the outside of the bulkheads. Position and angle of the pins are unknown to me, but it was developed mainly for short technical tracks more commonly found in the US. The Europeans are use to large sweeping tracks similar to those found in gas racing, so when the c-hubs were developed, they were tuned to just that. The shorter arms will definitely allow the car to roll more carving a nice line through a turn.
