Pardon my ignorance, but dragging a tire seems like a half-ass way to prepare a track for a national event. I'm sure it gets the job done, but there must be a more suitable permanent surface that can be used for a track. What do you do if it rains really hard? Won't it wash away?

For a permanent track to have such bad tire wear, racers must be spending a small fortune on tires to practice and race.
