To get the shaft to only rebound 1/4, you will need to not use the larger foam in the shock cap. The larger pad causes more and quicker rebound. Use just the small one. If you do that and do not have any air in the shock, it should be close to 25%.
More rebound is typically used in high grip carpet applications, and low to no rebound ideal for lower grip asphalt racing. However I really believe that unless you are a highly skilled pro level driver, you will not notice the difference between 25-50% rebound on the track. Maybe comparing 0-100% you would. The viscosity of the oil I think is more important than the amount of rebound. Just make sure that the L and R shock rebound the same and you should be good.
