The 13.5 refers to the number of turns, just like a brushed motor, but the brushless run with much lower turns.
As was said in a previous post a 6.5 is equivalent to a 12turn brushed motor.
I would say for 4WD offroad a 6.5 or 7.5 would be a good starting point.
