One of the problem i know associate to engine tuning. When the engine is cold usually it engage late. Or if you set your main needle too rich it don't have the speed before it start to engage the 2nd speed.
It usually happen during running in the hot afternoon and during the morning, with the same day running, when you set the main needle on the slightly rich side.
The above assuming if you don't have problem on your 2-speed clutch or related. Do check if you have equal spring tension on the 2-speed clutch.
