I know this reply won't get me a ton of brownie points, but it is realistic.
There is no 100% way to regulate vehicle performance. End of story.
You can build two completely identical vehicles, and manufacturing tolerances themselves will see to it that they perform differently. To accomplish identical performance you would need to regulate everything down to the bearings. It's a pointless and formidable pursuit.
