You may be starting off in second if you have wound out everything - it may be sluggish down low and changing almost immedately.
Set the shue clearance to almost nothing (probably about half the bals showing) and even and the tension to the screws flat across (per the manual)
Is you tuning ok if you are running too ritch for instance the motor won't reve out enough to engage second.
