Hey ttso, You can try my setup and start from there use this for more of a guide line and eventually you will find a setup that suits you.
Im not sure for 23t setup I've never ran them just 27t,19t and Mod over here in the States. I know there is a 23t thread on here somewhere I think someone posted there 1/12th motor gearing/setup there.
As for dampner tubes it seems more popular than disks the car is bit more consistant.

Your on point with the tire's but try this:
Front:
Jaco 2 stage double pink little softer than purple
Associated .20 spring
1 degree camber
10 degree caster
Center spring Olive w 20 or 25w associated oil
T-Plate .63 take the center screw out of the T plate just run the outer ones
Rear tires Jaco 2 stage double pink
Now for traction compound try this:
Use paragon let it sit for 15 min while the paragon is still on the tire massage Copper tone # SPF 45 suntan lotion on the tires and let that sit for 15 min
What the coppertone does is hold the traction on longer I think that should help your traction problems
again I have not raced asphalt in years but that setup i posted should put you in the right direction.
