I think this is in part to the original design of the PHI. I do not believe it was originally to have such low roll centers out of the box. The optional holders will work, just in the up position which will really raise the roll center.
I think the change was made due to the fact that people did not want to purchase 8 individual roll centers to make it lower. So the stock option is to run the lowest roll centers and shim higher as needed.
