Essentially yes you would, but thats the OVERALL feeling.
As the pivot pin becomes lower and lower, it increases the steering responsiveness, which gives you that feeling of increased steering. Although it does take away more grip mid corner and corner exit, it makes for a much easier to drive car.
As the pivot pin increases in height, the response rate decreases, which would give it that initial push feeling.
