My servo is 13kg ( Sanwa ERG-VX ). Steering collar tension is 2mm.
Is not a matter of torque on your servo (my servo only has a 'measly' 8Kgm and doesn't do that), disassemble all the steering and check for binding parts and the correct condition of the bearings on the steering post.
