like everyone said... most of the 12 scale on the market are good cars.
You can't go wrong with any really.

Tires... it depends on the track you are running.. before u dump down a large sum into tires.. check your track and get the one the fast guy is using.

Carpet track usually offer Tire truer for the racer... if not, most ppl will help you true your tire for free or a slice of pizza.
