Yes the the low end needle is on the sliding part of the carb.
The high end needle is usually pointing upwards and is physically the largest screw.
The other needle on the lower end of the carb is for idle.
There can also be a third needle opposite the sliding part of the carb, but the O.S. 21 VG does not have one of these.
