Yes sure it works!
I have built two trays like these (did not copy intructions from that site) and they do their job well, but thing which should be noticed is that cut-off voltage is fixed due to technology to 0.7 volts and by my knowledge for example with IB4200-cells the voltage should NEVER be dropped under 0.9V/cell.
