The low end needle is just below the top needle; its on the part of the carb that's "sticking out" to the side. Shouldn't be too hard to fine, its a pretty big flat head screw.
As for the leaking problem, I'm just using an GS gasket and it seems to work fine. I haven't had any major leaking problems with my TR. Occassionally a little excess, but fore the most part its super clean.
