I agree with what you're saying.
To do a quick check on the voltage recovery, next time you discharge, watch the volts carefully for a period of time. I have noticed that once in awhile the voltage reading is higher than what it was a moment before. To me this tells me there is a "recovery" from the battery. This in turn makes it even longer to reach the cut off volt so the discharger calculates more juice left over.
