Thats not exactly true.
Water (H2o) doesn't conduct electricity. Its all the other things usually in the water that conduct electricity, namely electrolytes.
I haven't looked at the product, but if you have distilled water that you haven't yet contaminated with anything, it won't conduct electricity.
