Paypal will let you file a complaint - and ultimately get your money back - whether its thru ebay or not...I've had first hand experience and normally the situation is resolved inside of 7 days...especially if the other party does not respond to email
Either way it sucks that he didn't deliver what was promised, personal problems or not..
