Correct on the foam thing. It also lowers the front axle by about 1mm, which iirc helps traction. Also changes the ackerman, in general I find it gives more steering when using the HPI hubs... but given the MRE has loads anyway I don't run them anymore. Plus I do know of numerous people who find them to be a bit brittle, personally only ever broke one.
The tyre thing... yeah it happens. It does seem to be worse on the new soft CS/RP wheel, although I did also get it on the old style. best thing to do is as you say, shave it off the arm... I'm pretty sure Tamiya know about this as well, as the new short arms don't have that bit of plastic on them.
