I agree with you on the engine thing, but I dont see anything wrong with the person in question running a mugen in the pullstart class. It happens at the ORRCA events that I have seen run at meakin in the 540 class. Maybe not to that extent, but there are a few people that are too good for the 540 class that seem to run it whenever a trophey is up for grabs.
