You need to use specific resistance wire such Nichrome or Cuprothal. But yes, after that you just hook it up directly. To get the right temperature range you need to adjust the length of the wire, after that you can use a pot or something for fine tuning, but that's about it. Of course, you need something to wrap the wire around the tires with. Denim and velcro are your friends.
