jd, I think it's worth considering 2wd electric buggy (probably "stock"). 2wd buggy in low grip conditions is good for your driving skill - it teaches you to be smooth and consistent - both of which are good attributes to being to your touring car racing. There are usually plenty of second hand Losi (XXX) or Associated (B4) buggies around.
There is offroad electric racing at Hobbystation (currently outdoor, soon indoor) and Ipswich. Both are competitive.
