I just won our 2006 winterchamps over here in the sub 1hp class against Mugens, GPX4s and Kyoshos with my R40 by 2 laps. I probably could have held the gap to 3 laps but I just cruised the last 10 minutes by cutting throttle half-way down the straights. So I would say that the R40 2005/Hara can cut it against most cars still.
