Just my two cents worth :
Race cars are always built to be as light weight as possible, even with minimum weight limits. Why? Simple, weight or ballast distribution is a tuning tool for a car's behaviour.
You always want to get away with as light car so that the weight you add on it is where YOU want it, usually as low and as central as possible : )
