Default what is the correct way to measure track width?

What is the correct way to measure track width for on road car? I just got a Hudy ultimate set up. It comes with a book. It says that the width is measured from the widest part of the front or rear.

I used to measure my 200 mm right under the wheel axle. However based on Hudy book. I am too wide because I m runnint 2 degree toe in in the rear. If right under the axle is 200, then the widest part of my rear is about 202mm.

Can anyone clarify this once and for all? Thanks.
