PC power supplies have a safety circuit built into them called a crowbar. If there's excess current draw the power supply effectively turns itself off. To reset it you have to turn it off and on. A tire truer takes a tremdous amount of current to start up, and uses alot when cutting the tire. A PC power supply isn't designed for that kind of load.

Try using a car battery. That's the best thing to use for a truer.
