Most of the time a buggy engine has less ports in the liner and a smaller carburator. All of this equals a slower, smoother power band, with less overall top-end. We had a couple of guys running buggy engines at afew of our local tracks and they all were able to keep up with most anything on the track, except high end modified engines.
