Kind of sounds like another "car of the month" type ploy that tamiya, xray, and losi are so good at. Now it will be, "4-cell upgrade chassis". In mod you will have to run a receiver pack if you want to have any steering power at all. Unless, that is, the ESC manufacturers step up to the plate and begin building buck/boost converters for the BEC's instead of simple linear converters. Battery prices should theoretically go down, but 4-cell 1/12th tells me other wise. To get 4 batteries of a certain level you should theoretically have to go through fewer cells to get them. If there is 1 out of 100 cells that is a certain performance, you should only have to match 400 to get 4 good ones instead of 600. It appears to me that the manufacturers stand to make a lot of $$ by this rule change.
