No, you can increase the length of the shock by unscrewing the ballcup or using a longer ball cup, but you can't actually increase the stroke of the shock.
I would make all the shocks the same length as well if unscrewing the ballcups slightly, especially side to side.
I've never had a problem with downtravel on my NTC3 even when the foams get small, and I usually run around 5-6mm of rideheight.
