Anders, for BRCA manufactures/matchers have until December 31 to submit new cells to be legal for the following April - I believe EFRA is the same. BRCA hasn't issued the new list, and same appears to go for EFRA. So i'm guessing that Orion are either guessing that they will be legal, or they will obviously know that they have been submitted, and have been told that they will be legal. Bit of guess work i know, but i'd guess that is what has happened.
