Put a new glow plug into a fully charged glow plug igniter and it should glow red. If it does and your engine still will not start check for fuel flow. First off, and it may sound stupid but i've done it, make sure the fuel cut off clip is not squeezed. Cover the outlet on the exhaust and crank it a few times. If your finger gets a little fuel on it you have fuel flow. You may still have a leak but it should not be enough to keep it from starting. Hope this helps a little.
