DESIGNED FOR ? I don't know where you have seen that really. It was designed for the TRF 404X, which later became the TRF 414 and from what i know, it hasn't been designed for FOAM. As far as I know, it's just a coincidence that it works well on high grip with foam. You can read

Having said that, I can recall of Charlie Suangka saying he used the LW suspension indoors with foam, so I don't see it being a big problem. I myself use it on carpet with rubber.
