Laying down your rear shocks will give you less grip if you don't have enough rear droop or have too much front droop. The softer rear suspension can allow the car to roll more causing the inside rear wheel will to lift off the track, overload the outside wheel and end up with abrupt loss of rear traction.
A lot of people call this "dumping over." Most of the time, it's thought that a softer suspension will give more grip, but you have to adjust the rest of the car to accommodate it.
And what was said about the laid down shock being more progressive is dead on.
