Try running your ride height at 4mm for foam tires. That will give you the extra droop if you need it. Most racers run at 4mm of ride height to 4.5 with foam tires.
Also check on how you built the shocks, per the instructions. You do not want to screw the shock ends all the way in.
I am running tires at 55mm and still can get at least 5mm of droop if I want too.
