The lever you are refering to is used to achieve equal droop on both sides of the car without the swaybar hooked up, once you get them even then you can use the sway bar stops to adjust droop.
so-
1- do i start with the droop screws fully backed out?
2- does the sway bar have to be fully removed from the car or just fully extended to set the cam position? at full extension my sway bar is still engaged (although just barely).
