From what i remember from my evo 2, there was a slightly longer screw that went into the shock cap and there was also a 3mm locknut before the shock to space it out a little bit.
if you have an original t1, then i think u have to use the top row of hole. the middle and bottom are for the shorter shocks on the evo 2 and on.
