About the surface concerns, I would think the only problem in the winter would be that it would be cool, yes. But i do not think there would be a problem with condensation. My dad's shop has both heated, and unheated rooms, the floor is concrete in both sections, and there has never been a condensation problem in either room... even the un-insulated room.
I really think it would be cool to run on..
