You can create a power limited class that's slow but yet still doesn't benefit much from adding power. To do that, you need to take away grip. But I can't see track owners doing that.

The other approach is to do what ETS does with RPM limiters in the ESC firmware. Adding more timing won't get you more speed.
I do know that most tracks are way too small for a mod motor. I would only suggest creating a mod class if cheating is an issue. I do realize that there are not cheaters at every track. I think I have only questioned one guys car out of the races I have been to. I would love to see real offroad tracks make a comeback, but due to the upkeep, I don't see that happening.

And do not forget that a handout sealed motor can rule out the needed tricks. Funny is that when you suggest to run sensorless so no tricks on the sensor is possible many racers are complaining that it will not give a proper drive while for sure with todays ESC's and higher turns motors the control is pretty decent.
Torque is a huge plus for the smaller tracks we are seeing. However, High gauss rotors don't fare well on bigger and faster tracks where people are on the throttle all of the time. I have seen the motors get too hot.

That's good they have this type of racing. I'm sure it makes people feel for comfortable.
