Most devices with an USB-C connector for only data communication just use the USB-C connector only to get along with the market, the whole interface behind it is just as any USB2 or even USB1. Also devices that has a USB-C connector for only power are most not designed to do a proper communication on USB-C specification to activate the charger. Like with my Retrogames The Spectrum (remake of the Sinclair ZX Spectrum), one of the most written complains in its FB group is that it will not power up because with the USB-C power connector they forgot to design it with a power/voltage activation for any USB-C charger.
