No way you can reset the receiver, only by binding the old info is overwritten.
The second transmitter should still be bound to the receiver, however. Just the first one gets disconnected when the second is bound. But OP reports both transmitters not working properly - and that should not happen.
Oh, and IIRC, Sanwa did have receivers that could be bound to two transmitters - but those were special versions. The normal receivers can indeed only be bound to one transmitter at any time.
