at the 12th worlds in 2020 / milton keynes -- the only policing was that the 12 sets of tires you purchased were returned every night to impound. no one cared if/when/what set was run.
That document covers 12th scale as well as TC, but you're right about that section applying to TC only.
Odd that 2020 didn't care when sets were handed out etc, they're supposed to be marked different colours for different days for pan car.
3.0.6.3 Impound
Controlled tyres will be marked differently for each day ( i.e blue, red, geen + ref nbr)and must be packed as such.
Each morning only sets marked for that day will be released. Only tyres marked for that day must be used and may not leave the venue’s racing area.
