Please list every major race series that did not have a governing body at it's inception. Le Mans had a governing body, NASCAR had a governing body, I have never heard of an organized 1:1 race not having some sort of governing body that did not enforce rules.
Professional 1:1 races have a governing body. Professional 1:10 races also do...I don't get your point.
Also, I didn't say anything about "major race series". The discussion was about motorsports and in this regard, I'd say that motorsports did exist before governing bodies.
