On a traditional dynamic front end:

Placing all of the shims above the top arm and none between the top and bottom arm will give you the least amount of camber gain and the highest roll center.
Moving the shims from above the top arm to somewhere in between the bottom and top arm will lower the roll center and increase the camber gain.
The only difference between putting the shims above the steering block and below the steering block is ride height. Placing the shims below the steering block decreases front ride height/lowers the front of the car.
Ultimately, the combination of shims used on the kingpin (wherever they are placed) affect front spring pre-load which is your droop.
