if you're on a budget look at an IR system, we use it at our smaller club. Its a lot cheaper compared to MyLaps at about 3500-4000 for the system and over 100 per transponder. Something like:

It works with all the usual lap counting software, very accurate too.
Another inexpensive IR based option is LapMonitor which supports up to 96 unique transponders:

Only issue with LapMonitor is that the software isn't as sophisticated as TrackMate where I prefer LapMonitor for quick setup and operation for a small group but if you want to share results on a website, then TrackMate is better suited for a traditional RD experience where TrackMate requires more hardware to setup and tear down. If you will leave everything fixed (indoor) then TrackMate is better suited for a budget IR system.
If money is no object, the MyLaps is industry standard if you want to host large race events and expect to have racers attend from other areas.
