The higher the KV the faster.
It means the motor is faster per volt. it doesn't necessarily mean the truck will have a higher top speed. They can be geared differently or the higher KV may not have enough torque to actually reach the full theoretical top speed.
The other issue is the definition of "faster". When people say "faster" it could mean different things. It could be top speed, acceleration or time around a track / between two points (like drag racing).
