Default Perfect Shocks

What's the right way to build shocks? Does it have to fully rebound or no rebounds at all. And what is the purpose of the foam that sits on top of the membrane found on Tamiya, HPI shocks...does it make a big difference? I have been rebuilding my shocks ever since so that it will fully rebound ever and I want to know if I am doing it right.

Has anyone tried the Losi shock matching tool? is it good to have?
