Chances are the list just hasn't been updated. I know a guy who is heavily involved with the VTA association, I've yet to hear him say they're not approving an F1 body because "X" reason. I'd be okay with an open F1 body rule provided it's to scale for simplicity. I've ran through my fair share of F1 bodies, they're all pretty sturdy and the aero makes little to no performance difference.
There are a number of bodies that were not included in an attempt to preserve some scale looks, remembering that the list starts with cars modelled after 2008 and newer. The list is fairly up to date, though as the 2022 cars come out, I'm sure there will be additions.
