I was incorrect, the instructions do say to eventually tighten the side lock nuts down. But as a tip from a more experienced racer I was told to leave them slightly loose so the football/center pivot can slightly rotate for what little extra play you get rid of it's not worth having the chance of the back end of the car binding up
