BEC (Battery Eliminating Circuit) is a power supply included in the ESC or receiver and is meant to provide power for servo and other stuff.Having a BEC you are no longer in need of a separate battery pack to power receiver and servos.
And yes, having 2 BEC maybe causes your troubles. Does the steering servo works?
