The Smarts is supposed to take all the guess work out of the settings. This charger is manufactured by ISDT and I have a couple of their chargers. You should only have to select or storage and Start.
If the cell voltage is between 3.75 and 3.85v, that's fine for storage. You can see that by plugging in the balance lead and looking at the cell voltages. Storage voltage is good for a few days to months.
The max discharge current is 3A, which means if you took a fully charged 5000mah battery, it should only take about an hour to discharge down to storage voltage. It might take a little longer because the charger adjusts the discharge current lower at the target voltage so you end up with a battery at that voltage
